CIFJKINDIA.ORG is part of an international effort from Indians and people of Indian origin, who have taken a democratic, non-political, secular approach to first achieve the Consolidation of Integration of the state of Jammu and Kashmir in the Republic of India.
Key elements
The prosperity of local people of J&K, both Hindus and Muslims, is best assured in democratic, secular India which is emerging as a major global power.
Once again, the world attention must be focussed on the atrocities on Kashmiris by Pakistan-trained terrorists. Pakistan’s claims of being guardian on Kashmiri Muslims are at best hypocritical. The Muslim scholars have lamented against the brutalities done by Pakistan against the Kashmiri Muslims as :
"It is a strange commentary on political beliefs that the same Muslims of Pakistan who like the Muslims of Kashmir to join them invaded the state, in October 1947, killing and plundering Muslims in the state and dishonouring Muslim women, all in the interest of what they described as the liberation of Muslims of the State."
The ACCESSION of J&K to India was completely legal, total and irrevocable as per the terms of partition of India in 1947.
Pakistan’s propaganda against India on the plebiscite issue is baseless and irrelevant. Pakistan has not fulfilled the categorical explicit pre-conditions of the UN Resolution of 1948 , and the UN resolutions of 1949 and its implications.
This website clearly exposes how Pakistan never favored freedom of Kashmiris and in fact actually disabled the plebiscite. Pakistan keeps demanding it repeatedly in pursuit of its own coercive plan on J&K - the main element still being cross-border terrorism. This is directed at altering the demography of the J&K region till it would gain enough confidence to go for plebiscite. Pakistan should be a democracy first before it can talk about a plebiscite.
The will of the people of J&K is clearly and already expressed in Section (3) of the Constitution of J&K , adopted in 1956-57 by the elected representatives of the state which reinforces the idea that "The State of Jammu and Kashmir is and shall be an integral part of the Union of India".
Major steps taken by our team to achieve our goal
June 10, 2000:
India Awareness Foundation (IAF) - previously - Bharat Awareness Forum (BAF) submitted the CIF-1 PETITION to the Prime Minister of India and also to the Leader of the Opposition in the Lok Sabha.
August 22, 2000:
The ‘Anti Terrorism Firm Handling’ (ATFH) PETITION was submitted to the GoI.
Jan. 27, 2001:
Some key features of CIF approach were presented at a Seminar on "Kashmir - Issues and Dimension" conducted by VIGIL, Public Opinion Forum in Chennai. Besides the CIF strategy, many important dimensions of the J&K imbroglio were analyzed at this seminar.
July 2, 2001:
The
CIF-2 Petition
was submitted to the Parliament of India jointly by BAF, ITT, Vigil, FISI and IEKF.
This is a sequel to the CIF-1 petition submitted by the Bharat Awareness Forum, Atlanta, on June 10, 2000.
The CIF-2 petition has been submitted by a group of five organizations, namely,
The CIF-2 petition emphasizes on the following issues and facts, with the backdrop of the Agra summit . :
Highlight the legality, completeness and irrevocability of the accession of J&K to India.
Demonstrate the irrelevance of the plebiscite issue, that Pakistan has been hypocritically clamoring for.
Drive attention to the fact that the will of the people of Jammu and Kashmir is already expressed in Section (3) of the J&K Constitution which states that "The State of Jammu and Kashmir is and shall be an integral part of the Union of India".
Reiterate the nation's resolve regarding Jammu & Kashmir's integral status as expressed in the Indian Parliament's Resolution of February 22, 1994.
Demonstrate that Article 370 of India's Constitution is an obstacle to human, material investment and J&K's comprehensive integration and prosperity and affirm that the revocation of that article is not anti-minority.
The Article 370 was introduced essentially as a temporary measure and needs to be superceded by a constitutional amendment that will enable human and material investment for J&K's development.
Seek credible measures to effect the return of the Kashmiri Hindus to their ancestral homeland in Jammu and Kashmir with full dignity and honor. CIF-2 petition seeks demographic rationalization of the state's population to the 1947 level of Muslims:Non-Muslims ratio of 7:3.
It also explains the difference between Indian and Pakistani perceptions of the core issue that has been much talked about in the context of the Agra summit.
