Today, the world centre of power are openly talking of Kashmir as the new flash point of the world. With the ostensible Nuclear Status of Pakistan and overt nuclear status of India, the clash is sending shivers of terror down the spines of the world . It is this fear that Pakistan is trying hard and regularly, to foster in the minds of the leaders of the world.
It was in October 1993, 23 October 1993 to be exact, that the United States of America, dropped a bombshell. A news report emanating from Washington, quoted Robin Raphael, the American Assistant Secretary, in charge of Asian Affairs, in the United States of America's State Department. The crux of what she said was that:-
The United States of America did not recognise the 1947 Instrument of Accession by which Kashmir became a part of India.
As a corollary, Kashmir is not an integral part of India, but a disputed territory.
Since then, Madeline Albright the American Secretary of State has reiterated the same stand and so have the American Ambassadors. In fact the present American Ambassador, Mr Celeste has reaffirmed the American stand on 6 October 1998, in Pune. When the statement roused a storm, the Ambassador, first tried to wriggle out of the situation by using the old ploy of stating that he had been quoted out of context. However later the US State Department confirmed the statement and added that it reflected the American stand on the issue.
