Kashmir, India’s Gordian knot

The wheel has come full circle on the Kashmir issue. Kashmir is now the focus of international attention given the high stakes of crisis escalation premised on the hub of limited war and nuclear weapons.
Pakistan’s strategy of crisis escalation by resorting to low intensity conflict as an attritional measure has slowly, but surely, brought Kashmir to centre stage. India’s stand that Kashmir is a bilateral issue has been eclipsed by the parallel bilateralism of the United States.
India’s diplomatic endeavours and its meticulously nurtured bilateral initiatives - the Simla Accord (1972) and the Lahore Declaration (1999) -have been effectively neutralised by Pakistan, setting the stage for international intervention, both through mediation and sustained pressure on India and Pakistan.
